Dear Sirs/ Madams,

Hereby, I would like to inform you that the National tournament for 18 and under girls and boys is set to take place from the 24th to the 28th September 2009 in a place still to be determined. This competition is to be used to select the under 18 teams in both genders that will represent South Africa in the next Afrobasket for this age group taking place in 2010.

Please find below the information relative to this competition:

Hosting province: Northern Cape (Kimberly)

Objective:
   This competition is the provincial representations for 18 & under category.
   Selection of the national teams in both genders

Age limitation:
   Only players 18 Years old and under (Players born from the 1st of January, 1991 to December 1993)

1 General & Administrative Provisions

   1.1 Registrations will be open from Monday the 3rd August 2009 and will close on Monday the 31st August 2009
   1.2 Only SA citizens are eligible to participate in the tournament
   1.3 For the official registration the Provincial Associations shall provide the National Federation with the following information:
      a) A passport size digital photograph for players and officials for the licences
      b) A copy of player’s ID, passport or birth certificate
      c) For a nationalized players copy of nationality certificate and A letter explaining how the player was granted the SA nationality
   1.4 Registration form duly completed by the Association responsible
   1.5 Indemnity form duly signed by the player’s parents or guardian
   1.6 His Identity document shall be presented at the technical meeting prior to the competition and at that province’s first game
   1.7 The provincial Association is responsible at all times for the eligibility of its players noted on the list of players. It is also
         responsible for any infringement of the regulations governing the eligibility, the national status and age of players.
   1.8 The maximum number of persons per official delegation of a provincial competition shall be fifteen (15) persons, as follow:
         Twelve (12) players, two (02) coaches, two (01) team manager.
   1.9 Basketball SA urges the participating provinces to co-operate with the L.O.C. and Basketball SA to ensure that the technical
         success of the event.
   1.10 Each delegation shall provide Basketball SA and the L.O.C. with the information concerning their arrival time on the 23rd
         September and their departure on the 29 September 2009.

Financial provisions:

   1 Participation fee for the tournament R1,000.00 /province/ team
   2 Player registration fee R10.00 / player
   3 Licence fee R00
   4 Coaches manager registration fee R20.00/person
   5 Accommodation R00
   6 Meals R00

18 & Under National Tournament Rules - 2009

Basketball SA welcomes all teams to the 2009 National tournament for 18 and under age group.
This competition will last for 5 days starting on a Tuesday and end on Saturday.
The competitions will be held as follow:

Nine (9) provinces registered divided into two (2) groups A & B In both genders.
1. Group “A” 5 teams
2. Group “B” 4 teams

Formation of groups:
The winner of the last tournament is the head of group “A”
The run-up of the last tournament is the head of group “B”
A draw will be held to determine the allocation of other teams.

Playing format:
Group “A”
Two games a day per team for the first two days on the round robin
Group “B”
One game a day until the crossings

COMPETITION RULES

BASIC GAME RULES AS PER FIBA 2008

1. All teams to register their players to participate in the tournament
2. Proof of birth will be required for registration purposes, (Only green ID book or Passport will be accepted)
3. Only players younger than 18 years old or 18 year old that will not turn 19 year old in that year when the competition is held are eligible to participate in the tournament
4. All players younger than 16 years old require special clearance from Basketball SA. The province will have to send a letter to Basketball SA requesting permission to use that type of players stating reason why they believe that that player is suitable to participate in the U18 tournament.

5. Registrations
a) All provinces to send by post or e-mail their team lists with ID photos of all their delegation to Basketball SA’s office on or before the cut date of registrations.
b) Provinces to get confirm of their registration with Basketball SA before departure to the tournament
c) During the games a random check can be done whereby two players of each team will be selected and their identity will be checked
d) Delegations must be composed by not more than 15 people (12 players, one coach, one assistant coach)

6. The team listed first on the schedule will wear a light colored kit, and the team listed second, will wear dark colored kit.
7. Teams must not change the player’s number after he/ she has played for at least one game in the tournament with that number.
8. The teams will be dresses and ready to play 20 minutes before the starting time of the game.
9. As per FIBA ruling team “A” will be seated on the left hand-side of the official table when facing the court and will use the right hand- side backboard for warm-up.
10. The dressing code will be determined by Basketball SA as per agreement with its sponsor wherever it comes to conflict of interest.
11. All adverts (burners, uniforms, etc) to be used in the playing venues or vicinity must be approved by Basketball SA
12. All games will start on schedule time - forfeits will be awarded to teams that will fail to fill the playing court with at least five (5) players to start the game 15 minutes after the scheduled time.
13. Games consists of four periods of 10 minutes each stop/start. Two (2) minute between first (1st) and second (2nd) and between third (3rd) and fourth (4th) periods. Ten (10) minutes halftime
14. The beginning of the game will start with the Jump Ball at the centre circle. All other jump ball situation including half time will be determined by the alternating possession rule.
15. Each team will be entitled to two time outs in the first half and three time outs during second Half. Only one time out per team will be permitted during any extra period.
16. No shirts maybe warn under the playing uniforms
17. Technical fouls on a player results in 2 shot and sideline possession.
18. Player shall be disqualified from a game if sanctioned with two unsportsmanlike fouls in the same game
19. 5 personal fouls per player (player shall not take part of the game after committing his 5th foul).
20. 5 team fouls per period with penalty (shooting two) on the 5th foul.
21. All substitutes must report to the table. Any substitution may take place on any dead ball.
22. 8 second rule is relevant to ball control on the back court where the team has to make the ball cross halfway line to its front court within 8 seconds.
23. Classification will be as per FIBA rules
24. Win 2 points; loss 1 point forfeit 0 point
25. In case of teams with same number of points the result between the two team will determine the position

26. The following people are constituting the disciplinary committee:
1. Tournament Director
2. Technical Director
3. One team representative (voted)

The appeal board is constituted as follow:
1. Vice president
2. Technical Director
3. One team representative (voted)

Arrival and departure
• All teams will arrive at least a night before the stating of the tournament
• All teams will depart not later than the following day after the competition. Meetings
• Meeting to be held on the day prior to the beginning of the tournament (welcome by Basketball SA, aims of the tournament, draw, formation of disciplinary committee, appeal committee etc)
• The second meeting will be held on the second day after the tournament has started. (reports on the running of the tournament, improvement on aspects concerning the running of the tournament and other)

Advertisement
• Advertising is permitted on the front of shirt (only one sponsor).
• Advertising is prohibited on the back of shirt, on shorts and socks.
